BILLINGS, SAMUEL OLEN. (Republican.) Ad- dress: Parsons, West Va. Born at Camptown, Pa; edu- cated in the schools of Bradford county and at the Ohio Business University; came to West Virginia and located in Tucker county; served one term as county surveyor and two terms as county clerk; elected to the State Senate from the Fourteenth District in 1914; in 1917 served on standing committees as follows: Claims and Grievances (Chairman); Public Printing (Chairman); Roads and Navigation, Public Buildings and Humane Institutions, Railroads, Militia, Federal Relations, Mines and Mining. Medicine and Sanita tion, Labor, Forestry and Conservation.
