TALBOTT, WATEMAN TURNER. (Democrat.) Address: Webster Springs, West Va. Born near Philippi, Barbour county; educated in the public schools, at Fair- mont Normal and West Virginia University; took the law course at the latter institution and received the degree of L. L. B.; since then has been engaged in active practice; has served as Mayor of Webster Springs; was elected to the House of Delegates in 1899, again in 1909, again in 1914, and was re-elected in 1916; served on committees as follows in 1917: Forfeited and Unappropriated Lands (Chairman); Elections and Privileges, Judiciary, Pro- hibition and Temperance, Rules, Forestry and Con- servation.
