HOUGH, ELMER. (Republican.) Address: Wells- burg, West Va. Born in Westmoreland county, Pennsyl- vania, January 15, 1866; educated in the common schools and at California, (Pa.,) Normal and Ada University, Ohio; is a civil engineer by profession and is also engaged in the coal business; has served as President of the following or- ganizations: Wellsburg Board of Trade, Wellsburg Board of Education and the West Virginia S. A. A.; elected to the Senate from the First District in 1916; is a hold-over Sena- tor; committee assignments in 1917: Mines and Mining (Chairman), Forfeited and Unappropriated Lands (Chair- man); Privileges and Elections, Education, Roads and Navigation, Penitentiary, Militia, Public Library.
